NOVEMBER 14, 2016


The Mayor and Board of Aldermen of the Village of Loreauville, Louisiana, met in regular session on Monday, November 14, 2016, beginning at 6:30 P.M. at the Loreauville Town Hall.

There were present: Brad Clifton, Mayor
John C. Broussard, Alderman
Mark Landry, Alderman
Sandy Sonnier, Alderman

Absent: None

Also present: Phyllis B. Savoy, Clerk
T.J. Savoy, Sellers & Associates, Inc.
Gene Jefferies, Port Commissioner
Jay Decourt, citizen
Errol Babineaux, Acadian Ambulance

A quorum being present, the meeting was called to order by Mayor Brad Clifton.

The prayer was led by Mr. Sonnier.

The Pledge of Allegiance was led by Mr. Landry.

It was moved by Mr. Sonnier, seconded by Mr. Broussard, and carried to dispense with the reading of the October 10, 2016 minutes and to adopt them as written.

There were no comments under the Public Comment Period.

Mayor Clifton asked Ms. Magen Smith, Teche Project to present the annual report. She listed the numerous ways this volunteer organization is helping take care of the Bayou Teche which includes the annual Teche clean-up day; help in sustaining a natural bank line, the wood duck box (mile marker) project; Shake Your Trail Feather festival and the Teche now being designated as a National Water Trail. Mayor Clifton asked to be given enough advance notice for the Tour de Teche next year so perhaps a jambalaya can be served for the paddlers and visitors wanting to stop at the Loreauville floating dock.

It was moved by Mr. Sonnier, seconded by Mr. Landry and carried to adopt resolution 11-14-2016, approving Acadian Ambulance as sole provider of services in Loreauville through their contract with Iberia Parish Government. The resolution is as follows:
Resolution No. 11-14-2016


WHEREAS, The Iberia Parish Council has adopted ordinance No. 2003-11-2970 establishing emergency and non-emergency ambulance service by a sole provider within Iberia Parish and authorizing negotiation of a contract for such services; and
WHEREAS, The Iberia Parish Council has asked the governing authority of the Village of Loreauville to consent to Iberia Parish including the area within the corporate limits of the Village of Loreauville within Iberia Parish's sole provider ordinance and agreement; and
WHEREAS, It is in the best interests of the residents of Loreauville that Loreauville be included:
NOW, THEREFORE BE IT RESOLVED by the Mayor and the Board of Aldermen of the Village of Loreauville that the Village of Loreauville agrees that Iberia Parish may include the Village of Loreauville in the area within which Iberia Parish establishes emergency and non-emergency ambulance services by a sole provider, and that the Mayor is authorized to execute any intergovernmental agreement that he deems appropriate to accomplish the above.

There being no ordinances for introduction and no 2017 liquor license renewals the Mayor moved to the next agenda item of employee insurance. After the price increase was discussed, it was moved by Mr. Sonnier, seconded by Mr. Landry and carried to approve the employee insurance renewal through BlueCross.

Mayor Clifton gave the two prices for speed lumps. They are Evangeline Specialties in the amount of $2,282.47 and Grainger in the amount of $3222.20. It was moved by Mr. Sonnier, seconded by Mr. Broussard and carried to approve awarding the purchase of speed lumps on Braquet & Breck Streets to Evangeline Specialties. Discussion was held on speeding on Main Street.

Mrs. Savoy presented the WWTP update regarding the inspection of WWTP #3 with the inside not as bad as the other two, but several components need to be replaced. It is anticipated to cost $23,000 for the repairs to tank #3. The price for this will be adjusted to an as built at the end of the project. Mrs. Savoy's update included a request to approve contract Change Order No. 4 allowing JC Construction an additional 40 calendar days to complete the project since there are numerous components needing to be rebuilt. It was moved by Mr. Broussard, seconded by Mr. Landry and carried to approve Change order No. 4 which extends the completion date to December 31, 2016.

Mrs. Savoy also presented a request for Partial Payment No. 6 in the amount of $61,722.32 for work done at the WWTP by JC Construction. It was moved by Mr. Sonnier, seconded by Mr. Landry and carried to approve this partial payment.

The mayor presented the water line update saying Bihm Construction will be coming to fix the construction problem on Jerome St. He also reported the water well No. 2 abandonment has been completed. At this time Mayor Clifton requested the village agenda be expanded to discuss and approve the price of the invoice from Segura Water Well which is in the amount of $11,000. It was moved by Mr. Sonnier, seconded by Mr. Broussard and unanimously carried to expand the agenda for the mayor's request.

Mayor Clifton reported the bid received from Segura Water Well in January, 2016 and approved by the board at the April, 2016 meeting was in the amount of $10,500, however once the work began, it was discovered additional concrete was in and around the well, resulting in additional labor and time to finish the job. He requested the board approve the additional $500 on Segura's invoice. It was moved by Mr. Landry, seconded by Mr. Broussard and unanimously carried to approve the additional price for Segura's invoice, bringing the total amount of payment to $11,000.

Mayor Clifton reported on November 29, at 1:30 PM a dedication ceremony will be held at the town hall for the "Albert "Al" Broussard Memorial Highway". The designation of this portion of LA Highway 86 was presented to the La. Legislature by Speaker of the House Taylor Barras, Representative Mike Huval and Senator Fred Mills and passed approval in the 2016 Regular Session.

Mayor Clifton also reported on the Capital Outlay grant application for a new fire station. Mayor Clifton's report included the village hosted about 30 tourists from Canada through Alan Broussard with the NAP. They visited the proposed museum site at the Bayou and St. Joseph's Church.

The Aldermen had no reports.

The Clerk presented her month reports.

Mr. Wattigny and Deputy John were not in attendance.

Mr. Jefferies reported on the annual port conference in New Orleans and there are other companies with big warehouses storing items for other oilfield companies until the industry picks up. Mr. Broussard asked about Logan Industries which Mr. Jefferies said is doing ok.

Mayor Clifton recognized Erroll Babineaux with Acadian Ambulance Services. Mr. Babineaux addressed the board regarding the resolution for sole service provider in the parish and the need for the updated resolution. Their company has been in business 45 years with 42 years of this time providing service to Iberia Parish.

The next regular board meeting will be held on Monday, December 12, 2016 at 6:30 P.M.

It was moved unanimously to adjourn. The meeting adjourned at 7:05 P.M.
