AUGUST 8, 2016

THE PROCEEDINGS OF THE MAYOR AND BOARD OF ALDERMEN OF THE VILLAGE OF LOREAUVILLE, LOUISIANA, TAKEN AT THEIR REGULAR MEETING HELD ON MONDAY, AUGUST 8, 2016.

The Mayor and Board of Aldermen of the Village of Loreauville, Louisiana, met in regular session on Monday, August 8, 2016, beginning at 6:30 P.M. at the Loreauville Town Hall.

A quorum being present, the meeting was called to order by Mayor Brad Clifton.

The prayer was led by Mr. Sonnier.

The Pledge of Allegiance was led by Mr. Landry.

It was moved by Mr. Landry, seconded by Mr. Sonnier, and carried to dispense with the reading of the July 11, 2016 regular minutes and to adopt them as written.

Mayor Clifton awarded Project Front Yard Certificates to Mrs. Beverly Blanchard and her children for their Loreauville Beautification efforts. Mayor Clifton said Mrs. Beverly, Brynn and Chaz go every morning and pick up trash in the Loreauville Park before they go to school. These citizens personify the people that helped with the cleanup for the Cleanest City Contest. This is the goal of Project Front Yard: To get people interested in helping keep our front yards clean.

Mayor Clifton said the recognition of the LYBA All Star Team will be tabled until November since the same baseball players are now practicing on Mondays for the Loreauville Pee Wee teams. The older baseball player group went to Section 3 and the younger players went to Super Regionals. Mayor Clifton acknowledged Christopher Ransonet for the good job done with the LYBA.

Mayor Clifton called Ms. Monica Bruno to the floor for discussion on the trailer park. He said in the park there are several trailers that are un-inhabitable. One has a roof that is off. Ms. Bruno reported she had one person that was going to come in and tear down the trailer that has no roof but they never showed up. She has another person coming this week. The other trailer is good but needs work since the side came off of that one at the same time the roof came off of the first trailer. Mr. Clifton reminded Ms. Bruno if a trailer is declared un-inhabitable it moves off of the property and the property then has to comply with the village's mobile home park ordinance. He asked Ms. Bruno to please keep us up-to-date on the progress of these trailers.

Mayor Clifton recognized and congratulated Mr. Eric Borne who will take office in January, 2017 as a Loreauville alderman and also to Mr. Sandy Sonnier who is returning as alderman for another four year term. Since the third seat had no one to qualify in time it will be necessary to call a special election for alderman in March 2017 with an appointment by the board in January 2017 to fill the vacant spot until the special March election.

It was moved by Mr. Sonnier, seconded by Mr. Landry and carried to adopt Res. #08-08-2016 calling for a special election to fill a Loreauville alderman seat for the March 25, 2017 primary election as follows:

LOREAUVILLE BOARD OF ALDERMEN

PROCLAMATION ORDERING AND CALLING A SPECIAL ELECTION TO BE HELD TO FILL THE VACANCY IN THE OFFICE ALDERMAN, VILLAGE OF LOREAUVILLE, IBERIA PARISH, FOR THE TERM THEREOF; TO SET THE DATES THEREFORE AND OTHER PERTINENT MATTERS, AND TO OTHERWISE PROVIDE WITH RESPECT THERETO
Whereas, a vacancy exists in the office of Alderman, Village of Loreauville, Iberia Parish, Louisiana, due to the failure of any candidate to qualify for the primary election of November 8, 2016; and
Whereas, the current term of the office will expire on December 31, 2016; and
Whereas, the Board of Aldermen, is the governing authority of the Village of Loreauville and is heretofore required to call an election to fill the term of said office;
NOW, THEREFORE, BE IT RESOLVED by the Board of Aldermen in due and regular legal session convened, as follows:
Section 1. That, as required by and pursuant to law, an election shall be in the same is hereby called to elect a successor to the office of Alderman, Village of Loreauville, Iberia Parish, Louisiana, to serve the vacant office.
Section 2. That, qualifying for this election shall open January 11, 12, 2017, and end January 13, 2017, with the primary election to fill the term be held on March 25, 2017, and the general election, should it be necessary, shall be held April 29, 2017; both elections to be held within the boundaries of the Village of Loreauville, Iberia parish, State of Louisiana, within such hours that comply with the provisions of Louisiana Election Code.
Section 3. That the clerk of the Loreauville Board of Aldermen is hereby empowered, authorized and directed to execute and furnish any certification, form, proclamation, or ancillary requirement for the holding of said election.
Section 4. That the clerk or the assistant clerk of the Loreauville Board of Aldermen shall forward certified copies of this release resolution to the Louisiana Secretary of State and the Iberia Parish Clerk of Court.
BE IT FURTHER RESOLVED that this resolution shall take effect immediately upon its adoption.

Mayor Clifton congratulated the Fire Dept. volunteers for receiving a FEMA grant in the amount of $93,686 for new breathing equipment. Chief Gondron explained the breathing equipment is approximately $6,000 each and the LVFD is required to have 14 on the truck which will assist in keeping the insurance rates low.

It was moved by Mr. Landry, seconded by Mr. Broussard and carried to approve the Fire Dept. volunteers' request to enter into a HGACBuy contract to purchase equipment in conjunction with the FEMA grant.

Mayor Clifton read the invitation from Bo Duhe to attend the Sr. Citizens Educational Seminar function at Cypress Bayou on August 29. It was requested to make reservations with the Iberia Parish Council on Aging.

The mayor brought up discussion on the speed lumps needing to be installed on Braquet St. & Gonsoulin St. to deter speeders. After discussion and advice from Mr. Wattigny it was determined there needed to be a study done so criteria is available for safety issues should someone complain about the height of the bumps. It was also determined they were not needed on Gonsoulin St. so the study will be done on Braquet St. only. The mayor will contact T.J. Savoy with Sellers and Associates for advice since the lumps were installed on LeBlanc St. in the past.

Mayor Clifton brought up discussion on hiring a part time street or lawn maintenance employee job description. Mr. Sonnier recommended the employee work only a few days a week, but after discussion it was determined to table this agenda item until next year around April when the high school students will be looking for part time work.
Discussion was held on the MPO projects and the major question presented was Mr. Landry asking if the village can ethically spend village money in the parish limits without violating the La. Ethics law. Mr. Wattigny said the village must have a co-operative endeavor agreement to receive something of comparable value or in-kind services. In his opinion it must be something for the infrastructure as a trade-off between the two government entities. Since the village is waiting on an answer from the parish to contribute funds, it was moved by Mr. Sonnier, seconded by Mr. Landry and carried to authorize the village to spend $13,000 on engineering fees for the MPO project of drainage/sidewalk improvements on Ed Broussard Road contingent upon Iberia Parish giving a co-operative endeavor agreement to the village for this project.

Mayor Clifton acknowledged Mr. Larry Rader who addressed the board as candidate for 3rd Congressional District of the United States Congress. Mr. Rader presented his qualifications to hold this office. These qualifications include Equal pay for equal work, Pro-Gun, pro-Life, Increase minimum wage, affordable health care and affordable college education with the last being diversifying our economy. The mayor and board thanked Mr. Rader for attending the meeting.

Mayor Clifton reviewed the punch list for the water line and water plant demolition job being done by Bihm Construction. If the board approves, it will begin the 45 day lien period for the completion of this job. After discussion, it was moved by Mr. Landry, seconded by Mr. Broussard and carried to accept the substantial completion list from Bihm Construction for the water line project.

Mayor Clifton read the letter to Our Lady of Victory for the church fair Sept. 30-Oct. 2, 2016 and urged everyone to purchase food from the church.

Mayor Clifton gave Mrs. T.J. Savoy's report on the WWTP improvements. She will be at the September meeting with a full update on the WWTP. It was moved by Mr. Landry, seconded by Mr. Sonnier and carried to authorize a request for estimate for partial payment #4 in amount of $53,124.71 for this project.

The mayor announced the next Loreauville Family Fun Day will be held on Saturday, August 27 at the practice field on Ed Broussard Road between 10 AM and 2 PM. There will be tents and there will be booths from several non-profit organizations. He urged everyone to come out and attend.

Mr. Landry asked the mayor to find out why the hydrant at the corner of N. Main and Boutte Rd. is being flushed so frequently. Mr. Broussard asked for information on the old Loreauville Elementary school on Railroad Ave. as he has been seeing people working around there. The mayor reported the building has been purchased and will be remodeled as a recording studio, will have a full reflective mausoleum with other future development possibly housing.

The clerk presented her reports for the month of July. Afterwards she asked for general fund budget amendments.

It was moved by Mr. Landry, seconded by Mr. Sonnier and carried to approve the 2017 General Budget amendment as follows:
Revenues: Increase Grants from to $93,686 for the fire department FEMA grant. Revenues change from $248,695.00 to $342,381.00 a difference of $93,686.00.
Expenditures: Increase Fire Dept. Supplies from $0 to $93,686 an increase of the same amount. Increase Street Improvements from $15,000 to $35,000 a increase of $20,000.
Total expenditures change from $295,744 to $409,430 a difference of $113,686.
Ending balance changes from $22,451 to $2,451.

Mr. Wattigny had no report.

Mr. Jefferies with the Port of Iberia reported on the improvements bringing jobs to Logan Industries and Dynamic Industries.

The next regular board meeting will be held on Monday, September 12, 2016 at 6:30 P.M.

It was moved unanimously to adjourn. The meeting adjourned at 7:30 P.M.
