THE PROCEEDINGS OF THE MAYOR AND BOARD OF ALDERMEN OF THE VILLAGE OF LOREAUVILLE, LOUISIANA, TAKEN AT THEIR REGULAR MEETING HELD ON MONDAY, MAY 9, 2016.
The Mayor and Board of Aldermen of the Village of Loreauville, Louisiana, met in regular session on Monday, May 9, 2016, beginning at 6:30 P.M. at the Loreauville Town Hall.

A quorum being present, the meeting was called to order by Mayor Clifton.
The prayer was led by Mr. Sonnier.
The Pledge of Allegiance was led by Mr. Landry.
It was moved by Mr. Landry, seconded by Mr. Broussard, and carried to dispense with the reading of the April 11, 2016, minutes and to adopt them as written.
Mayor Clifton opened the public hearing on the ordinance named below. It was opened at 6:31 P.M.
There being no comments, Mayor Clifton closed the public hearing. It closed at 6:32 P.M.
It was moved by Mr. Broussard, seconded by Mr. Landry, and carried to adopt AMENDMENT TO THE LOREAUVILLE CODE OF ORDINANCES CHAPTER 23 STREETS, SIDEWALKS AND PUBLIC WAYS ARTICLE I. IN GENERAL. Section 23-7. Permit for special event.
There were no other public comments on the remaining agenda items.
It was moved by Mr. Broussard, seconded by Mr. Landry, and carried to accept Alfred Todd Landry's resignation from Levee Board.
Mayor Clifton said Mr. Scott Ransonet is willing to serve the community as a representative of the Levee Board. It was moved by Mr. Sonnier, seconded by Mr. Landry, and carried to approve Mayor Clifton's recommendation to appoint Scott Ransonet to the Iberia Parish Levee, Hurricane and Conservation District board. The clerk was instructed to send this appointment to the Iberia Parish Council.
The mayor reported the old push mower was not worth repairing per recommendation from Tommy Bergeron at T & R Repairs. Since the village had been purchasing one every year, he bought one that was heavier and more durable than the older one. It was moved by Mr. Broussard, seconded by Mr. Landry, and carried to approve the Southland Engine mower purchase in the amount of $564.99.
Discussion was held on the Hurricane Emergency Preparedness meeting held last week at Iberia Parish Council Chambers. It was moved by Mr. Landry, seconded by Mr. Sonnier, and carried to approve the mayor entering into an Iberia Parish Government intergovernmental agreement for emergency cleanup if hurricane damage happens in Loreauville.
Mayor Clifton reported the Mosquito Control/Drainage tax check in the amount of $19,534.00 was received. It will be set aside for drainage improvements.
Mayor Clifton explained the need for a sewer tap at 121 Breck which will provide access to the village sewer system. Apparently the original owner of this residence never hooked to the sewer system and a tap to allow the current owners to tie in cannot be found. He has received two quotes for the job and will receive another quote this week. Therefore Mayor Clifton requested the approval of a sewer tap at 121 Breck St. be tabled until the June meeting.
Mayor Clifton asked Mrs. Savoy to address the board regarding a change order for JC Construction. After she explained the reason and the need for the contract price change, it was moved by Mr. Landry, seconded by Mr. Sonnier, and carried to approve Change Order No. 1 for JC Construction increasing the WWTP contract amount by $10,477.40 and adding 14 calendar days to the contract. She also gave an update on the project saying within 2 to 3 weeks the touch-up paint on the inside and the final paint on the exterior should be completed.
Mayor Clifton reported the results of the smoke testing from La. Rural Water has been received. He also reported certified letters are being sent to property owners asking them to repair the leaks on their land which is allowing rainwater infiltration into the system. The mayor has spoken with Barry Segura about fixing or replacing the three manhole covers that are leaking.
Mayor Clifton's report consisted of the following items: Certified letter is sent to Heath Dauphine for grasscutting and cleaning his lot on Ed Broussard Road; Drainage work is being looked at to clean out certain areas. Some elevations are different now. Two companies are coming in to give prices on cleaning out the drains; Loreauville won the Cleanest City State Contest on April 20. Not sure when we will receive the plaque. The garbage company had been contacted to not allow so much trash from the cans fall onto the street; The sweeper was serviced last month; a cement slab was poured last week at the bayou for the foundation to the floating dock; The Family Fun Day will be held again this year, probably on June 25.
Mr. Broussard reported someone asked him to check on a dumpster for Chastant's Trailer Park which if enforced would help reduce the old household items constantly being placed at Bourgeois St. and the old railroad bed. Mr. Sonnier remembered the village officials speaking about this in the past. The clerk will bring the information to the next meeting.
The clerk presented her monthly reports for April 30 and the fiscal year through that date. She asked the board to let her know who would be able to attend the District G meeting in Crowley on June 9. She has begun the 2017 budget process and will get with the mayor for direction on which one to present at the June meeting.
Mr. Wattigny had no report.
Mr. Jefferies reported on Logan Industries improvements at the Port. The port is also putting in new bulkheads and making repairs to existing bulkheads.
Mayor Clifton reminded everyone a public meeting will be held on Monday, May 16, 2016, beginning at 6:30 P.M. at the Loreauville Town Hall, 103 South Main Street, Loreauville, Louisiana, for purpose of the adopting of the 2016 millage rates. The public is invited to attend this meeting.
Mayor Clifton announced notice is being given a public hearing will be held at the next regular meeting for the purpose of hearing comments on the 2016-2017 budget for fiscal year ending June 30, 2017. The public is invited to attend. It is anticipated the budget will be adopted at this meeting.
The next regular board meeting will be held on Monday, June 13, 2016 at 6:30 P.M.
It was moved by Mr. Sonnier, seconded by Mr. Landry, and carried to adjourn. The meeting adjourned at 7:08 P.M.
