LOREAUVILLE, LOUSIANA
FEBRUARY 8, 2016


THE PROCEEDINGS OF THE MAYOR AND BOARD OF ALDERMEN OF THE VILLAGE OF LOREAUVILLE, LOUISIANA, TAKEN AT THEIR REGULAR MEETING HELD ON MONDAY, FEBRUARY 8, 2016.

The Mayor and Board of Aldermen of the Village of Loreauville, Louisiana, met in regular session on Monday, beginning at 6:30 P.M. at the Loreauville Town Hall.

There were present: Brad Clifton, Mayor
John C. Broussard, Alderman
Mark Landry, Alderman

Absent: Sandy Sonnier, Alderman

A quorum being present, the meeting was called to order by Mayor Brad Clifton.

The prayer was led by Mr. John Broussard.

The Pledge of Allegiance was led by Mr. Mark Landry.

It was moved by Mr. Landry, seconded by Mr. Broussard, and carried to dispense with the reading of the January 11, 2016 minutes and to adopt them as written.

At the Public Comment Period representatives of the Papa Red Dog Mardi Gras Association requested horses be allowed in the parade the next day. Mr. Wattigny explained the difference between the state law governing ordinances and resolutions. Since the village ordinance specifically says no horses, the ordinance would need to be changed following the state guidelines to amend it. This cannot be done at this meeting by a simple vote of the Board of Aldermen. After discussion, it was determined no horses would be allowed in the parade on February 9, but discussion to amend it would be done at a future meeting. Discussion was also held on possibly having no parking along Main Street for the safety reasons.

It was moved by Mr. Broussard, seconded by Mr. Landry and carried to adopt Resolution No. 02-08-2016, as follows:


RESOLUTION NO. 02-8-2016

BE IT RESOLVED by the Mayor and Board of Aldermen of the Village of Loreauville, Louisiana, that Ordinance No. 3-2 is temporarily suspended during the Annual Papa Red Dog Mardi Gras Parade to be held on Tuesday, February 9, 2016, between the hours of 12:00 noon and 5:00 P.M.

After discussion on the need to prepare a driveway entrance to the Bridge St. storage shed for the street sweeper it was moved by Mr. Landry, seconded by Mr. Broussard and carried to allow the mayor to purchase a metal plate for storage shed driveway at an estimate of $1,500. The sweeper has a third wheel in the back of it which causes it to drag when the mayor removes it from the storage shed.

The email from Cox Communications says the problems with certain networks having been removed from cable television has been temporarily resolved.

Discussion on hiring a street employee was held. The discussion included job descriptions, wages paid by other municipalities our size, not having the funding this fiscal year, plus the need to find the funds for next year's budget resulted in postponing the hiring of an employee at this time.

No action was taken on the congratulatory letters to elected officials and the DOTD letter to Mr. Bill Olivier.

The mayor explained the village is waiting for the whole smoke testing results to come in before the man hole covers are fixed. With 35 leaks the majority of the rainwater infiltration into the sewer system is at man holes.

The mayor gave an update on the water plant demo. A pre-construction meeting will be held on Thursday, February 11 with Bihm Construction. It was requested by Mr. Broussard that two additional quotes be received for the water well abandonment village's Bridge Street property.

Mayor Clifton's report included the need to replace lawn maintenance equipment due to items being stolen from the sewer plant yard on Boutte Rd. The fence is not in good condition and the gate needs to be fixed.

Mr. Broussard requested an update on the parked cars at Mary Beth Drive in Chastant's Trailer Park. The clerk had no update for this meeting.
The clerk presented her monthly reports for January, 2016 and the fiscal year July 1, 2015 to January 1, 2016. No action was taken.

Mr. Wattigny and Deputy Gary had no reports.

Mr. Jefferies gave an update on port activity, which has been slow.

The next regular board meeting will be held on Monday, March 14, 2016 at 6:30 P.M.

It was moved by Mr. Landry, seconded by Mr. Broussard and carried to adjourn. The meeting adjourned at 7:10 P.M.
