JANUARY 11, 2016
THE PROCEEDINGS OF THE MAYOR AND BOARD OF ALDERMEN OF THE VILLAGE OF LOREAUVILLE, LOUISIANA, TAKEN AT THEIR REGULAR MEETING HELD ON MONDAY, JANUARY 11, 2016.
The Mayor and Board of Aldermen of the Village of Loreauville, Louisiana, met in regular session on Monday, beginning at 6:30 P.M. at the Loreauville Town Hall.
There were present: Brad Clifton, Mayor
John C. Broussard, Alderman
Mark Landry, Alderman
Sandy Sonnier, Alderman

Judge Lewis Pitman, Jr.

Village attorney, Mr. Dean Wattigny conducted the installation of both Mayor Clifton and Alderman Broussard for their election to village office for the term ending December 31, 2016.
A quorum being present, the meeting was called to order by Mayor Brad Clifton.
The prayer was led by Mr. Sandy Sonnier, who gave remembrance for the family of Archie Polk, Jr. who passed away in December.
The Pledge of Allegiance was led by Mr. Mark Landry.
It was moved by Mr. Sonnier, seconded by Mr. Landry, and carried to dispense with the reading of the December 14, 2015 minutes and to adopt them as written.
Mayor Clifton gave an update on the Morganza Spillway opening which may be avoided in this flood season. He complimented Mr. Prescott Marshall on his concern for Loreauville especially with the evacuation plans in place should the levee break near the Texaco landing.
It was moved by Mr. Landry, seconded by Mr. Broussard, and carried to give approval to renew employee insurance with BlueMax at $1,170.79 per month.
No action was taken on the Jefferson Island Storage & Hub letter and the Cox letter which included price increases and outlined special arrangements that can be made with persons qualifying for Medicaid assistance.
Mr. Sonnier led discussion the hiring a full time street employee. After discussion it was determined a street employee job description would be prepared along with estimates on the expenditures it would cost the village for a full time employee versus the revenues available to fund the salary and benefits of a full time employee. If feasible, then resumes and applications would be accepted. Mr. Wattigny will obtain an opinion on whether the mosquito control/drainage tax can be used to pay a portion of the street employee's salary. Mayor Clifton reported on the culverts that were cleaned by Guidry Construction along Daigre Street. The street employee will definitely have his job description to include drainage work.
The clerk read a condolence letter to the family of long-time employee, Archie Polk, Jr.
Mayor Clifton asked to clerk to contact Seller's and Associates for another audit of the condition of Main Street now that the sugar cane grinding season is completed.
Mayor Clifton reported the stray dog owners have been issued citation and the residents along Main Street which made complaints have not seen the dogs running loose.
The clerk reported Mr. Chastant owner of the trailer park which has junk cars has a clause in the contract these cars cannot be in the park. She also presented her monthly reports and the reports for the fiscal year.
Deputy Gary ask for a recommendation to be made to the school principal to have the students cross Main Street quickly and all at one time. Mayor Brad reported the Gondron Road bridge which is closed has not gone to bid yet, so he will draft a letter to the State asking them to study the Main Street and Ed Broussard Road problem. Hopefully there will be a temporary solution to the problem until the bridge is reopened.
The next regular board meeting will be held on Monday, February 11, 2016 at 6:30 P.M.
It was moved by Mr. Sonnier to adjourn. The meeting adjourned at 7:03 P.M.
