THE PROCEEDINGS OF THE MAYOR AND BOARD OF ALDERMEN OF THE VILLAGE OF LOREAUVILLE, LOUISIANA, TAKEN AT A SPECIAL MEETING HELD ON MONDAY, JULY 25, 2011 BEGINNING AT 4:00 P.M.
The Mayor and Board of Aldermen of the Village of Loreauville, Louisiana, met in special session on Monday, July 25, 2011, beginning at 4:00 P.M. at the Loreauville Town Hall. The special meeting of the Mayor and Board of Aldermen of the Village of Loreauville was called for the purposes of receiving board approval to enter into an intergovernmental agreement with Iberia Parish Sheriff, Louis Ackal for the transfer of the village’s 2003 Ford Pickup Truck to the Sheriff and to authorize the mayor to enter into an intergovernmental agreement with Iberia Parish Government for a recycling contract with the price of recycling to be adjusted accordingly; and to authorize the Mayor to amend the garbage fees accordingly for once a week service by IESI. A quorum being present the Mayor called the meeting to order. Mr. Broussard explained he was able to attend due to other work related issues being completed earlier than anticipated.
The Pledge of Allegiance was led by Mr. Landry.
Mayor Broussard explained the village no longer has need for the 2003 Ford truck and has been paying insurance on it even though it stays parked at the sewer plant yard. The village has advertised the sale of this truck but no one is willing to pay the minimum price being asked in the ads. Iberia Parish Sheriff Louis Ackal can use this truck in his program providing inmate labor to the Village so it was moved by Mr. Landry, seconded by Mr. Sonnier, and carried to authorize the mayor to enter into an intergovernmental agreement with Iberia Parish Sheriff, Louis Ackal for the transfer of the village’s 2003 Ford Pickup Truck to the Sheriff.
Mayor Broussard reported on the meeting last week with the new garbage contractor. When the parish received bids for the garbage contract, recycling was not included in the bid process. SDT the company awarded the bid was purchased by IESI. SDT did not provided recycling, but IESI does provide recycling. IESI is one of the contractors giving recycling prices to Iberia parish, so if we combine our households the price will be better than if the village seeks bids on its own. It was moved by Mr. Broussard, seconded by Mr. Landry and carried to authorize the Mayor to choose the best possible option for a recycling program for the village residents which also includes giving the authority to enter into an intergovernmental agreement with Iberia Parish Government for recycling if determined the best option. If the price is cost effective, the recycling program will help reduce the waste stream now that garbage pickup will be only once a week. Currently utility customers are charged $2.50 per household for recycling. It is anticipated bids from contractors providing this service will be about the same price.
Since the village charges its utility customers for garbage and recycling fees and the village does not yet have a price for the recycling service, it was moved by Mr. Sonnier, seconded by Mr. Broussard and carried to give approval to have the price of recycling adjusted accordingly on the monthly billings as needed per the Mayor’s decision on the recycling program. It was determined if there is no recycling contractor for the month of August the utility billings would reflect the price at $0 with the fee to begin again in September after the bid has been awarded by Iberia Parish Government. The clerk has been requesting prices for one month of service, but confirmation has not been received by meeting time.
A twice a week garbage price was received from IESI at last week’s meeting. The second day of pick up would be double the monthly fee of $10.49 as quoted by SDT (now IESI) for once a week pick up in the parish contract. The village ordinance provides for a 15% administration fee to be included in the garbage price. These two figures add up to $12.07 so the mayor recommended rounding this off to $12.00 per month. It was moved by Mr. Broussard seconded by Mr. Sonnier and carried to give approval to have the garbage fees decreased on utility billings beginning in August from $14.80 per month to $12.00 per month for once a week pick up. The clerk will notify LAWCO regarding this change.
Waste Management will be providing service through Thursday, July 28, the last regular day of Loreauville service and will be picking up their garbage containers which are either green or red as soon as the containers are emptied. The mayor is requesting all WM containers be placed at the curb whether they are empty or filled. Beginning Monday, August 1, the black containers need to be used. If a household needs a second container it can be purchased by calling the number on the black containers, which is 1-866-914-0777. The town hall will not have containers to sell. This all needs to be done through IESI. The second container is available for $10.49 as quoted by SDT in the parish contract, however a third container will cost about $75-$80. If anyone needs additional containers they are available, however only two per week will receive the monthly price of $12.00. Any additional containers (3 or more) will be charged $10.49 per additional container per month and this billing will come directly from IESI.
It was moved by Mr., seconded by Mr., and carried to adjourn. The meeting ended at 4:18 P.M.
